The 1 and 2-star merchants in the Throne Room will only display the shop inventory of the last shop you previously opened. For example if I open the 4-star shop, the 1-star shop will display that same inventory if you try to open it after. If I open the shop in the corner, the 1-star shop will display that inventory instead.

EDIT: If I open a merchant in the Bazaar and travel to the Throne Room, both 1&2-star Token Merchants will display the same shop inventory as the shop in the Bazaar.
